Phase I CEAP Interconnection Procedure

This is a structured process with defined "steps" and requirements in each step. As the proponent fulfills the requirements, it moves forward in the process. Once BCTC is notified by BC Hydro of the successful IPP, BCTC will tender a Combined Study Agreement to the successful IPP in no less than 7 days. The IPP must:

  • Sign and return the Combined Study Agreement within 30 days after BCTC tenders it 
  • Submit a $75,000 study deposit

The IPP may also be required to provide additional technical data and demonstrate site control.

IPPs must meet all the requirements in each step in order to maintain queue position and move forward in the process. The queue position is based on the Interconnection Request (IR) submission closure date of April 7, 2008. BCTC will explain the required steps in its workshop and supplement this forum with other types of communications.

A brief high level overview of the steps is available below:

1. BCTC CEAP Workshop

All IPPs planning to participate in a BC Hydro CEAP are encouraged to participate in this workshop hosted by BCTC. This workshop will help IPPs prepare for the CEAP by providing the opportunity to ask questions and gather information on the interconnection process and requirements, in particular how to fill out the IR. IPPs will be expected to submit their IR to BCTC on or before March 7, 2008.

2. IR Submission

An IPP must submit its IR to BCTC’s Interconnections Group on or before the IR submission deadline, as specified in BC Hydro’s Call for Power.

Both hard and soft copies of documents are required as identified below.  Hard copies must be signed and stamped by a professional engineer licensed in the Province of B.C. 

  • Completed IR (XLS, 2MB)
  • $15,000 application deposit (this is refundable with demonstration of site control)

BCTC will notify the IPP of any deficiencies in the IR within five business days of its receipt. The IPP must resolve these deficiencies within ten business days of this notification. The IPP’s application (IR, signed Feasibility Study Agreement, and deposit) must be complete by April 7, 2008, or the application will be deemed withdrawn and the project will not proceed.

All IPPs that have complete applications by the IR submission closure date of April 7, 2008, will receive an interconnection queue position by BCTC. This queue position will be common for all applicants.

3. Feasibility Study

BCTC will conduct a feasibility study for each IPP as required by the BC Hydro Call for Power process. This study evaluates the general feasibility and costs of interconnecting the IPP to the transmission system. BCTC will provide the IPP with a Feasibility Study Report within 10 weeks of the IR submission closure date of April 7, 2008. 

4. BC Hydro Evaluation & Selection Process

During the evaluation period, BCTC may be asked by BC Hydro to provide additional studies and information based on BC Hydro's selection criteria. This information will be used by BC Hydro to evaluate and select successful bidders. Please note that these criteria may vary from call to call.
