The Transmission Expansion Policy (TEP) enables BCTC to advance proposals for review by the BC Utilities Commission that consider expanding the transmission system in anticipation of future transmission needs.
BCTC developed the TEP with stakeholder input in 2005, in response to the provincial government's Special Direction No.9 (SD9). The TEP sets out a framework that allows BCTC to plan and expand the transmission system in the absence of firm customer contracts for transmission service when it is in the best interest of ratepayers to do so.
In 2006 and 2007, BCTC took steps to implement the TEP by incorporating its underlying principles into the BCTC planning processes. An outcome of this work was the TEP Implementation Plan, which BCTC announced at its Technical Planning Session on June 12, 2007. The plan sets out the process that BCTC will follow to pursue TEP opportunities, and outlines expectations with respect to stakeholder involvement in this process.
As outlined in the TEP Implementation Plan, BCTC will hold open technical workshops with transmission customers and other stakeholders including, where applicable, representation from interconnected jurisdictions and regional players, to identify opportunities for TEP projects. The timing of these workshops will be coordinated with BCTC's broader capital planning process.
BCTC will use the information collected from TEP processes to identify transmission needs, conduct relevant studies and prepare investment justifications for TEP projects.
