Customer Meetings - CONFIRMED

Further to customer responses received from the bulletin posted on 16 March 2005 @ 8:45, Market Operations will not be holding the two-hour discussion sessions due to little customer interest. However, Market Operations will hold one-on-one meetings with customers as this is customer preference. In Vancouver, on Tuesday, 3 May 2005, we will either meet with customers' at their place of business or at BCTC's office if a customer is from out-of-town. In Calgary, on Wednesday - Thursday, 4 - 5 May 2005, we will meet with customers at their place of business. Meeting times will be confirmed on a first-come, first-served basis via e-mail response.

Scheduling Application Outage - May 3, 2005

BCTC is planning a Scheduling Application outage on May 3, 2005 from 12:15 am to 4:15 am. The purpose of this outage is to replace hardware and perform software upgrades, which will minimize outages and allow for software updates in the future. The Business Practice for this type of outage is as follows:

Transmission Reservations

The Real-time Office will not post any further ATC to OASIS until the Scheduling Application is restored. All transmission requests received during the official outage time will be REFUSED.

Energy Schedules

The Real-time Office will rely on the Alberta and BPA operators to establish the net schedule capacity amounts for each operating hour in which the system is down. BCTC will not be processing eTags, so any eTags that are "late" will be DENIED without BCTC's active approval. Adjustments/credits may be made after-the-fact.

Extended Windows for WECC Scheduler Meeting

Dynamic Scheduling

In order to facilitate dynamic scheduling, BCTC intends to file an attachment to its existing OATT and corresponding business practices with the BCUC within the next few days. DUNS Number Change

Effective 23:00 PDT on April 5, BCTC will be changing its DUNS Number to 205147817 in accordance with the Control Area name change from BCHA to BCTC that was recently done.


TSS Planned Outage Complete

BCTC Tariff and Interim Rates

BCTC’s WTS Rollover Tariff Application and Revised Rate Schedules have been approved, pursuant to the British Columbia Utilities Commission (BCUC) Order No. G-25-05. Effective April 1, 2005, BCTC will administer a temporary BCTC Open Access Transmission Tariff (OATT), which is a rollover of the terms and conditions of the existing BC Hydro Wholesale Transmission Services (WTS) tariff. The BCTC temporary OATT differs only cosmetically from the current WTS tariff, to reflect the fact that BCTC is the transmission provider. This temporary tariff will eventually be replaced by a finalized BCTC OATT once the BCUC makes its decision on BCTC’s OATT Application.

Customers will notice on their daily transmission and energy reports and their monthly invoices that the Rate Schedule 3000-series under the BC Hydro WTS tariff will be replaced by the Rate Schedule 00-series under the BCTC OATT. The new 00-series Rate Schedules sum both the BC Transmission Corporation transmission provider and BC Hydro transmission owner transmission revenue requirements.

The following rates for transmission service and Scheduling, System Control and Dispatch Service are effective on an interim basis beginning 1 April 2005.

Rate Schedule 00

The Monthly Network Transmission Revenue Requirement rate is reduced to $42,325,000.

Rate Schedule 01

The Long-Term Firm Point-to-Point rate is $4.67 per kW of Reserved Capacity per month on paths with PORs in the Southern Interior of BC or Alberta and PODs in the Lower Mainland, Vancouver Island, or BPA. For all other paths the Long-Term Firm Point-to-Point rate is $4.25 per kW of Reserved Capacity per month.

The Short-Term Firm maximum price is $0.0064 per kW of Reserved Capacity per hour.

Rate Schedule 02

The Short-Term Non-Firm maximum price is $0.0064 per kW of Reserved Capacity per hour.

Rate Schedule 03

The Scheduling, System Control and Dispatch Service rate is $0.582 per MW of Reserved Capacity per hour.

Business Practice Posted for Comment

BCTC is negotiating arrangements with CAISO and BPA-T to enable eligible BCTC customers to participate in dynamic scheduling with CAISO. In anticipation of dynamic scheduling arrangements becoming possible, BCTC is posting a Dynamic Scheduling Business Practice and Fax Sheet for consideration and comment by market participants. Please send all comments to Brenda Ambrosi by March 24, 2005. Please note that it is not yet known what date necessary contracts and technological issues will be completed or service available.

BCHA OASIS Outage - Over

Effective immediately, BCHAs OASIS have resumed normal operation. Please resume normal scheduling procedures per our Business Practices for both real-time and pre-schedule.

Name Change from BCHA to BCTC

British Columbia Transmission Corporation (BCTC) is initiating a name change from BCHA to BCTC for all of its paths and PORs/PODs on OASIS. These changes are identified in red in the table below. In addition, the URL for BCTC’s OASIS site will be changing from https://www.nwoasis.org/oasis/bcha to https://www.nwoasis.org/oasis/bctc. Furthermore, BCTC’s source and sink points on OATI will be changing from BCHA to BCTC and from BCHA-CA-Default to BCTC-CA-Default.

A 45 minute outage on March 31, 2005 from 22:00 to 22:45 will be required to facilitate these changes. Specifically, from 22:00 to 22:15 there will be a BCTC Scheduling Application Outage wherein BCTC will not be processing any transmission requests and eTags (refer to Section 13.4 of our Business Practices for details). Then, from 22:15 to 22:45 there will be OASIS and eTag System Outages wherein BCTC will be processing transmission requests and eTags manually (refer to Sections 13.2 and 13.3 of our Business Practices for details).

BCTC would like to inform all of an OATI tagging system outage planned for Feb. 24, 2005 from 00:05 to 00:20 PST. As a result, official back up procedures will be in effect for Real Time during this period.

Extended Windows - Permanent Fix & Windows for US Holiday

Further to the bulletins posted on January 17, 2005 @ 11:38 and 12:47 and January 18, 2005 @ 9:35 and January 20, 2005 @ 16:16, will be implemented on February 14 for the extended windows issue. The issue raised and reported was that the closing of the extended windows in pre-schedule was truncating when customers could purchase transmission. Please refer to the previously mentioned bulletins for details.

In addition, Market Operations is pleased to visually clarify the opening of the extended windows for purchasing transmission over the US President's Day holiday on Monday, February 21, 2005. For further clarification please contact the Preschedule Office @ 604-699-7575.

Preschedule Not in Service

Alberta Tie - Change in Curtailment Procedures

In the bulletin posted January 7, 2005 @ 11:40 we solicited customer comments on our curtailment procedures regarding the Alberta tie (AB<>BC). We received comments from six customers, all of whom supported BCTC changing its curtailment procedure. Therefore, BCTC will not be curtailing the Alberta tie in pre-schedule, but rather it will be left until real-time to curtail between XX:00 and XX:10 once TTC/ATC are verified. Curtailments will also be done in real-time at XX:40, if required. This change in procedure will be effective January 31, 2005 for pre-schedule and February 1, 2005 for real-time.

It is important to note that if the contract is a wheelthrough and the impact is identified as resulting from the US tie, that contract will be curtailed in pre-schedule.

The customer comments received are as follows:

We fully support the proposed BCTC change in procedure to move from pre-schedule to real-time transmission curtailment for the Alberta tie (AB<>BC). We continue to believe that the proposed change would bring more clarity to the process as well as preserve the investment of long-term transmission holders. In order to maintain the reputation and desirability of your Firm transmission product we also suggest that BCTC continue to provide a day ahead/week ahead forecast of possible transmission curtailments/ATC availability.

It doesn't make sense to cut in pre-schedule and then post transmission again in real-time. Therefore, we would like to see option 2 adopted, which is to change your procedure so that curtailments for the Alberta tie (AB<>BC) are NOT done in pre-schedule, but rather left until real-time to curtail between XX:00 and XX:10 once TTC/ATC are verified. Curtailments will also be done at XX:40, if required. Note: If the contract is a wheelthrough and the impact is identified as resulting from the US tie, that contract will be curtailed in pre-schedule.

We would like to cast our vote for change - to adopt the proposed procedure #2 and make cuts only in the real-time.

Upon considering both options, we would like to support option number 2. We feel that we would achieve more value having the ability to wait until real-time to get cuts on transmission than in the day-ahead scenario. We have found it very frustrating in the past buying transmission in pre-schedule and having it cut late afternoon destroying schedules only to see it re-posted.

We strongly support option two. BCTC should change its procedure so that curtailments for the Alberta tie (AB<>BC) are NOT done in pre-schedule, but rather left until real-time to curtail between XX:00 and XX:10 once TTC/ATC are verified. Curtailments may also be done at XX:40, if required. This is a necessary change as BCTC is not able to reinstate transmission when it is curtailed in pre-schedule and then made available again in real-time. When implementing this change, it would be appreciated if BCTC could provide advisory notice in pre-schedule of what the capacity is likely to be.

Our position would be to default to option 2. Thus, pre-booked transmission would not be curtailed in pre-schedule, but rather in real-time. This will ensure that parties with pre-booked transmission are not unnecessarily curtailed, and forced to book real-time transmission when it is made available again. Furthermore, this enforces BCTC's methodology of "right of first refusal" (ROFR). As the final flow numbers are determined up to XX:40 in real-time, it would be best to leave actual curtailments within this time frame.

Extended Transmission Scheduling Windows - Interim Fix

An interim fix will be implemented on January 21, 2005 to change the time when the extended windows for purchasing transmission changed and become effective This fix is being implemented in response to the issue raised and reported on Monday where customers were not able to purchase transmission on Sunday, January 16, 2005 for Tuesday, January 18, 2005 (please see bulletins posted January 17, 2005 at 11:38 and 12:47 for more information). It also corrects an issue raised and addressed in a bulletin on March 11, 2004 regarding customers being able to purchase Daily transmission prior to the 00:00 scheduling window we had set out in our business practices at that time.

Effective January 21, 2005, the extended windows will open and close at 00:00 (Scheduling System time). As such, customers will be able to purchase transmission the number of days ahead noted in our business practices but will no longer be able to purchase daily transmission after the preschedule checkout of the day prior to the window opening. For example, customers will no longer be able to purchase daily transmission for Monday after checkout on the Wednesday prior. Rather, the window to purchase daily transmission for Monday will open at 00:00:00 on the Thursday prior.

Implementation Error for January 18 Transmission - UPDATE

Further to the bulletin posted January 17, 2005 @ 11:38 we have now corrected the flaw in our implementation process.  We contacted those customers that were impacted and we confirmed requests that should have been awarded transmission and refused those requests where capacity was unavailable. We will post the spreadsheet of our manual processing for transparency purposes shortly. Note that since we were past the processing time for displacements, we did not undertake displacements.  Again, we apologize for the inconvenience.

Implementation Error for January 18 Transmission

On December 30, 2004 @ 8:44, BCTC posted a bulletin that visually clarified the opening of the extended windows for purchasing transmission over the US holiday on Monday, January 17, 2005. It was brought to our attention that customers were not able to purchase transmission on Sunday, January 16, 2005 for Tuesday, January 18, 2005, as we set out in that bulletin. Upon investigation into this issue, we identified that there was a flaw in our implementation process. As a result, we will be processing transmission requests manually. For those with CONFIRMED reservations at this point, we strong advise you to delay scheduling your energy upon that transmission. We will be providing further information on this matter within one hour. We apologize for the inconvenience.

Alberta Tie - Soliciting Customer Comments

Customers have raised an issue whereby their transmission on the Alberta tie (AB<>BC) is curtailed in pre-schedule only for this transmission to be released back to the market in real-time when the TTC increases on an hourly basis. This happens when TTC limits change from Pre-schedule to Real-time.

To mitigate this, we can change our procedure as set out in number 2 below.

Therefore, we ask customers to provide their comments to Brenda Ambrosi on the following two items by noon on Friday, 14 January:

1. Shall we leave our curtailment procedures status quo for the Alberta tie (AB<>BC)? That is, curtail in pre-schedule when negative ATC results. If the TTC/ATC increases in real-time, that ATC will be released back to the market for sale.

2. Should we change our procedure so that curtailments for the Alberta tie (AB<>BC) are NOT done in pre-schedule, but rather left until real-time to curtail between XX:00 and XX:10 once TTC/ATC are verified? Curtailments will also be done at XX:40, if required. Note: If the contract is a wheelthrough and the impact is identified as resulting from the US tie, that contract will be curtailed in pre-schedule.

Shortly after receiving customer comments, we will post another bulletin that will set out these comments received on this issue and which procedure we will follow.
