In May 2008, the Provincial Government passed the Utilities Commission Amendment Act, providing a legal framework for the implementation of Mandatory Reliability Standards (MRS) in British Columbia. The legislation contemplates that MRS implemented in BC will consist of standards already adopted in other jurisdictions in North America.
As a requirement of this legislation BCTC is to prepare an assessment report to file with the British Columbia Utilities Commission.
In order to ensure this report is complete, BCTC invites Generator Owners, Generator Operators, Transmission Owners, Transmission Operators, Distribution Providers, and any other potentially impacted stakeholder to attend a consultation on MRS. In this consultation, BCTC will be providing an overview and status update of the regulatory framework in BC, presenting the NERC functional model and criteria, reviewing applicable standards, and setting out timelines for requested stakeholder input.
